Joseph J. Beal is General Manager and Chief Executive Officer of the Lower Colorado River Authority (LCRA), a conservation and reclamation district headquartered in Austin, Texas. LCRA provides energy, water and community services that help improve the quality of life in Texas. LCRA has projected revenues of $1.2 billion and a capital budget of $436.1 million in fiscal year 2008, $3.1 billion in assets, and 2,250 employees as of June 2007.
Prior to becoming General Manager in 2000, Beal led LCRAs Water Services division, a $76 million operation that provides water resources management, flood protection, drought management, agricultural irrigation and water and wastewater utility services.
Before joining LCRA in 1995, Mr. Beal was senior vice president of an international engineering and environmental consulting firm with more than 500 professional staff and revenues exceeding $50 million annually. During his early career, he managed the Galveston Bay Project for the Texas Water Quality Board, including the assessment of fresh water inflow needs and allocation of waste load for the Houston Ship Channel.
Mr. Beal was named chairman of the Large Public Power Council for a two-year term beginning in May 2006. He previously served as the 2004 President of the Texas Water Conservation Association and was named 2004 Distinguished Engineering Graduate of Texas Tech University and 2003 Engineer of the Year by the Texas Society of Professional Engineers. He also has served on boards of the Large Public Power Council, Texas Public Power Association and Texas Water Foundation, and was past chair of the Texas State Board of Registration for Professional Engineers.
Mr. Beal is a registered professional engineer with the credentials of Diplomate, Water Resources Engineer from the Academy of Water Resources Engineers, and Diplomate, Environmental Engineer from the American Academy of Environmental Engineers. He served in Vietnam as a captain in the U.S. Army Medical Service Corps after earning a bachelor of science degree in civil engineering from Texas Tech University. After his military service he earned a master of business administration degree in municipal finance and construction management from The University of Texas at Austin.
Mr. Beal and his wife Nancy reside in Bastrop, Texas, and have two grown daughters.
